Liquor Licensing Audits
The Victorian Liquor industry is regulated by various government agencies which include; Victoria Police, Victorian Commission Gaming Liquor Regulation, Council Officers and others eg MFB.
Inspections at licensed venues occur frequently to ensure your venue is operating compliantly and to the required standard.
Your obligations as a licensed venue is to ensure you maintain compliance to meet your liquor licence requirements and provisions under the Act (Liquor Control Reform Act).
Sometimes the process of compliance can be confusing and demanding particularly if your systems are not set-up in a manner that’s manageable and efficient. There can be serious ramifications to you and the business if this area is not up to the required standard.
It can be challenging to get this area right- particularly when you’re trying to operate a business. We can test, assess and report on your compliance systems and if required, set-up a model to ensure your liquor compliance requirements are satisfactory – reducing your overall risks. We implement a system based on a pragmatic approach to ensure you and your staff have full confidence in this area.
Security Risk Assessments
Risk Assessment is a process undertaken and for your licensed premises evaluating the potential risks that may be involved as a result of your operation.
We can review your venue and procedures or your concept to gain a better understanding of your operation. We assess the likelihood of risks occurring and assess impacts or consequences if they occur and provide you with advice moving forward to avoid, reduce or minimize any such risks.
Venue Management Plans
Licensed venues should operate their venues by adopting a Venue Management Plan (VPM) - A document which incorporates the venue’s strategies, policies and procedures to assist with compliance and developing a culture of ‘’best practice’’.
VMP’s sections can include:
- Patron Code of Conduct
- Patron Management Plan
- Responsible Service of Alcohol Plan
- Amenity Management Plan
- Emergency Management Plan
- Noise and Amenity Plan
- Licensed Venue Incidents Report Book, and;
- Others plans as required.
Such an initiative is a great addition to any business; it sets consistency and standards amongst your staff and your venue. VMP can be designed and tailored to the operations of your venue and with a review undertaken as required.
This can be complemented by training of staff to implement and follow the VMP - including Incidents, induction and refresher training.
Rsa Monitors (Officers)
Licensed premises often engage in the services of Responsible Service of Alcohol Monitors to compliment security operations to better manage the responsible service and consumption of alcohol.
Whilst its managers staff and security’s responsibility to ensure they contribute to RSA matters equally – RSA Monitors have enhanced skills & knowledge to complement your operations team.

Many licensed premises engage in the services of Compliance Management, as licensed venues turn to be creative with what best practice initiatives they implement in enhancing safety and operational standards.
Generally this service acts a liaison point and works collaboratively with Venue Management, Security Management and enforcement authorities (Police, VCGLR, Local Council etc.). This includes working with other stakeholders that have a common interest in management best practices, safety, security and liquor licensing matters.
Licensed premises accommodate hundreds and thousands of patrons who may become alcohol, affected/substance affected, intoxicated or drunk and this needs to be managed appropriately to ensure quality control, liquor compliance and reduce the risk of any offences, allegations or liability – which may arise as a result of venue operations.
This is a challenging task and requires individual subject matters professionals who possess a sound understanding of working in the licensed premises industry. This will assist licensed premises management minimise any exposure that may be detrimental to their brand, may impact on operations or result in other repercussions.
Adding to the complexity and challenge are many Liquor Licences that have conditions in existence which requires detailed understanding of the requirements to be coordinated and followed– ensuring this area is not left neglected.
